HI. This is a possible motor issue. To confirm, use this procedure. it will help isolate the actual issue at hand.
Step 1
Make sure the battery has a strong charge and is in good condition. Use a voltmeter to get a reading if necessary.
Step 2
Connect a jumper wire between ground and the wiper motor. Turn the key on but don’t start the engine. Turn the wiper switch on. If the motor works, check for a corroded or loose ground connection.
Step 3
Turn on the car key but don’t start the engine. Turn on the wipers. Check for voltage at the wiper motor with your voltmeter. If you get a good voltage reading, turn the key off and disconnect the motor from the wiper linkage.
Step 4
Move the wiper arms by hand. If they are stuck, you have found the problem. If the wiper arms move freely by hand, go to step 5. If voltage is not reaching the motor go to step 6.
Step 5
Remove the wiper motor by disconnecting the plug and removing the bolts using a wrench or ratchet. Use a pair of jumper wires to connect the wiper motor directly to the battery. If the motor does not work, replace it.
Step 6
Turn on the key but don’t start the engine. Get a voltage reading across the wiper switch. If there is voltage, use a jumper wire to bypass the switch, if the motor works now, replace the switch, otherwise go to step 7. If there is no voltage at the switch, go to step 8.
Step 7
Check for continuity at the wire between the switch and the motor. The wire could be loose or disconnected.
Step 8
Check the wire coming from the fuse panel to the wiper switch. It could be disconnected or loose.

Circuit/System Description
The body control module (BCM) controls the wiper motor based on input from the windshield wiper washer switch. The BCM monitors the wiper washer switch through three separate signal circuits and a ground circuit. The windshield wiper switch high signal circuit is used to determine high speed wiper operation, the windshield wiper switch low signal is used to determine low speed, intermittent, and mist operation through the use of a resistor ladder, and windshield washer switch signal circuit is used to determine washer operation. The windshield wiper motor park operation is controlled by the BCM. The BCM recieves an input from the park switch to determine wiper blade position. When the wiper blades are at the bottom of the windshield glass in park position the wiper park switch will open and the circuit will be pulled up to B+ by the BCM. The park signal will be pulled to ground by the wiper motor park switch while the wiper blades are not in the park position.
The BCM controls the windshield wiper motor through two output controls, controlling two relays which determine the desired wiper speed, high or low
Diagnostic Trouble Codes (DTCs)
The body control module (BCM) monitors the voltage on the windshield wiper switch signal 2 circuit for diagnostic purposes. If the circuit is shorted to voltage while the driver is commanded OFF, the BCM will store DTC B3715. If the circuit is shorted to ground while the driver is commanded ON, the BCM will store DTC B3715. Refer to DTC B3715.
It would be best to have a factory scan tool to diagnose this problem . it would make it easier anyway .

its pobably a cable to the driver side that is diconnected from the mote , if the passenger utube the how to pull the vent off the ca wipers and mark the wiper with a magic marker so that you can replace the wipers in same position;
then remove the cover, so that you can see the cables that connect the right and left wipers to the motor. they work off the same motor.
