You may have an issue with the temperature sensor found at the lower radiator hose. Pull out the plug connected to it and see if the fan would run continuously while the key is on "ON". If it does run, have the temperature sensor replaced and if it does not, check the relay and the wiring that goes to the fan.

Where is the water pump on my VW caravelle T5 2.5 diesel
not too familiar with caravell however the water pump may be driven by the cambelt as many engines are today which would entail the cambelt being renewed +tensioner as well as waterpump if this is the reason for asking its location ?

As for the fan your blower resistor is in need of replacement.
To address the heat problem I'll need to know a couple of things
1. Does your vans temp gauge read in the normal range or is it running low(after you've driven it for at least 10 min
2. Is the out side temp really cold?
