1997 subaru legacy outback wagon, have no headlight low beams, but have high beams. Both headlight bulbs appear to be good. Tested bulbs with continuity tester and showed good.
Test to see if you have voltage at the bulb connector in low beam position. I'd almost bet that if there is no voltage there for the low beams that you have a bad high/low switch.

Check your connections at the wiring harness going to headlights for corrosion, sounds like high resistance somewhere, also make sure your ground wires are secure. It wouldn't be the alternator or the battery would be dead and not start the engine. Also shouldn't be any condensation in your head light assembly's or will cause bulbs to blow prematurely.
I just fixed this problem on my 95 legacy wagon. I did evreything needed to replace the headlight switch. My switch has 2 pieces I seperated both pieces and cleaned the contact in between both pieces. that's all I did, no money for part's!
get in behind headlight under hood and look for a central plug or screw for the headlight to remove to get to the bulb you will have to unplug the wiring to pull it out and a spring clip youll have to press in towards the centre of the globe to remove it
No, you just remove the radiator grill and the side marker light and the headlight housing bolts and it comes out. Not a real hard job and is Real straight forward. Good luck and have a good day.
