Fuel pump is in gas tank, run scanner for trouble codes, some auto parts stores   will do this for free, check fuses, check for fuel at fuel rail, if not check fuel pump relay, you should here it click when key is first turned on, if not try to bend tabs slightly to make good contact, if no click, replace relay if so turn key off then on listen in tank with cap off for whirling sound if tank, if not could be fuel pump, sorry

The truck seems to want to lurch forward when stoped at a red light and ocassionally stalls out when stoped over all just lack of power. I think it could be a fuel filter or pump problem and I will be...

I just got done dealing with the same issue with my 92 Explorer; It ended up being the fuel pump. While I changed out the fuel pump, I also changed the fuel filter; this way you are killing two birds with one stone. If you were only to change the fuel pump without the filter, you would be at high risk of killing your brand new pump.
The fuel pump is located inside the fuel tank. You must remove the tank to get to it.
The fuel filter is located just under the drivers seat on the inside of the frame rail. To replace both items, you are going to need a fuel line disconnect tool.
