Car won't pass emissions after replacing catalytic converter

Did you scan for codes to see if there were any besides the catalytic convertor? Unless she's running leaded gas it shouldn't have to be replaced yearly. Is she using an additive that puts lead into the system? I would also check the wire hareness for the O2 sensors. It's not unusual for them to wear and rub a bare spot in the insulation. This will case a short and give a false reading to the computer. Is there any chance that there is a leak in the exhaust? If air is getting in at a joint or a small pinhole ti will screw up the O2 sensor readings.
Hope this helps.

Engine Check light

Take it to autozone or another place like it and have them read the codes and tell us what they are.

2004 Sebring failed the emissions testing

Probably not a cheap fix.
The car will not pass the test if the light is on during the test.
The light is on when the computer has a problem that will affect emissions or performance.
You would need to have the computer scanned for trouble codes then fix the problem. Once the problem is fixed and the code is erased, the light should stay off.

My 1999 kia sephia wont pass smog test

You will need to get it scanned and get the codes for the problem. If it failed the test due to emissions I would almost guarantee it will be your oxygen sensor or cat
