First thing to do is put multimeter in fan connector and check for voltage coming into fan through wire connector. If there is power chances are the electric fan motor in fan is shot. TRY STARTING FAN MANUALLY BY SPINNING THE FAN IF IT PICKS UP AND RUNS YOU NEED NEW FAN MOTOR

First check connection to the fan assembly, than fuses, if its a fuse look for trauma in the wiring leading to the fan.

More likely it's yr heating pipes let water escape so check these thoroughly. Could be head gasket leaking into engine so chk that immed for any sign of water on the oil stick. Otherwise flush the engine water thru for an oily blockage. Always use coolant. cheers

I would have it checked for a blown head gasket. Combustion gasses in the cooling system can keep the temperature switch for the fan from operating properly.

SOUND LIKE FAULTY THERMOSTAT.FIRST CHECK TO MAKE SURE YOUR CAR HAS ENOUGH COOLANT IN THE COOLANT SYSTEM.FAST WAY TO TELL YOUR THERMOSTAT BAD.BOTH RADIATOR HOSES SUPPOSE TO BE VERY HOT.IF NOT THERMOSTAT STUCK CLOSED NOT ALLOWING COOLANT TO CIRCULATE FROM ENGINE TO THE RADIATOR.IF THERMOSTAT IS FAULTY.REPLACE THERMOSTAT AND RADIATOR PRESSURE CAP.

The first mistake was going to Jiffy Lube... Did you check to see the connections to the temperature sensor usually located near the base of the radiator?

Could be a be a shorted out sensor. Your local library might carry repair manuals. I know mine does.
I'm not familiar with that one, but you should be able to disconnect the wires to the sensor and touch them together to see if the fan is working. If so, the sensor may be bad.

1999 accord is leaking small amount of radiator

If a coolant temp sensor is not working, the fans will not activate, and fluid will go overboard the reservoir, and the temp gauge should have an abnormal reading. Happened to my 1998 accord that the top plastic tank above the radiator had a small leak right where it meets the aluminum honeycomb. It leaked only when hot, and evaporated right away, leaving no traces. Start the car and let it idle for 5 min, and then open the hood and check if the fans are coming on, and if you can see bubbling coming from the radiator top assembly.

One of my fan is not working 1999 Honda Accord

Which fan is not working, A/C or Radiator? Check fuses, if good disconnect fan plug, direct wires from battery to fan to check fan, if fan does not work change. If fan works check water temp sensor for radiator. A/C fan only comes on when A/C is switch on. Like wise radiator fan only comes on when water reaches a certain temperature.

first it should have a thermastat installed, second - the second fan doesn't kick in until the engine reaches a certain temperature

Cooling fan only comes on when the AC is on. Have checked relays and fuse.

there are 2 fans 1 for the ac that only comes on when the ac is on thats normal.and the radiator fan that comes on when it reaches 160' to 180'degrees only on electric fans.u might have to reposition the wires on the fan.
