Which one? The A/C belt is adjusted from the top. Loosen the bolt that goes through the Idle pulley then turn the adjusting bolt next to the pulley to tighten or loosen. Retighten the Idle pulley bolt once adjusted. The Power Steering belt procedure is pretty much the same but has to be done from under the car. The alternator belt is similar but there is no Idle pulley. You loosen the alternator bolts and turn the adjusting bolt. Then retighten the alternator when done.

I'm replacing the drive belt "fan belt" on a 1995 chevy. corsica and need to adjust the tension

Apply tension to the belt until it is snug and has a live spring action when stuck with the hand dead center. For a more accurate deflection measure the distance from pulley to pulley and use 1/64th inch deflection per inch of belt length. For instance a 32" belt would require a deflection of 32/64" or 1/2". But saying all this I am confused. Your 1995 Corsica does not have a fan belt. The fan is electric. You car also has a serpentine belt which is self tensioning and not adjustable.
