Need wiring diagram for 1991 honda accord to trace voltage loss between main relay connector and fuel pum connector. Only getting 6.4 VDC at fuel pump with 12.5 VDC at main relay connector (5 and 7 jumpered). With jumper removed, reading 69 ohms between source and ground at fuel pump connector

Could be a weak coil or bad ignition module located in the distributor. I would replace the coil if you have not ever done so then the ignition module. The coils last about 150k miles and then can go anytime after that. I've owned four 90's Hondas and they have all had this problem. If neither of those things work then you may have a bad distributor.
helm has a great factory service manual selection, also you can probably get lucky and find one in a google search or maybe even on here. search "1995 accord service manual" i remember seeing them free for download or pdf view online. I know i seen alot more for earlier and later accords than my '99 when i was searching yesterday. good luck
According to my wiring diagram, the headlight switch works a relay which is powered by two different fuses. I would check the relay for voltage first. You may need a repair manual to trace the circuits.
You want to make sure to pull the little plastic pieces up by the rear window to check the plug. if the relay and fuse don't fix your problem. Take a multi-meter and set it to 20 VDC and just probe the ends of the connector[s] for proper voltage.
OK, I see the relay you're talking about. It takes orders from the ECM. Same orders go to the starter. So the starter cranks, right? And both fuse 2 and 28 are good? Can you check for voltage at the fuel pump connector using a test light? Maybe the problem is with the wire that goes from the relay to the pump. That is the only thing I can see that would prevent the pump from working. Or, it could be the ground wire from the motor to ground. See diagram below.
The Fuel pump relay is part of the EFI main relay and can not be replaced separately. The EFI main relay is located behind the dash, left of the steering wheel.
