I replaced the coil pack out of the 1998 Ford Escort and also the spark plugs. Now the vehical won't start. Is there some kind of reset procedure to enable to get the motor started?

Assuming your firing order at the plugs is still correct 1, 3, 4, 2, - 1 being the cylinder nearest the belts and pulleys, a no spark at the coil pack is the next thing to check. Check the voltage supply to the coil is OK before you replace it. If the coil isn't getting voltage it may not be the coil causing the issue.
The small difference in ohms does not sound like an issue. But spark going down plug is not right. If spark is going down side it usually means plug is bad or wires bad. Once spark makes arc down plug it usually has made plug unusable. You may want to get wires and plugs and try again. Don't try checking for spark with wire not fully on plug. Motorcycles I have had used to arc down porcelain and plug was instant junk when it happens.
This may take a few steps and a process to find the problem:First check for spark at plug, if no spark replace coil pack. But make sure all wires are attached to coil before anything.
follow the spark plug wires up to the coil pack there is only one coil pack for your truck which has all the plug wires going to it.also replace your your plug wires.
i'd look into replacing the coil pack... quick way to tell... wear rubber gloves when you try this... so you don't get a shock or hopefully you don't. unplug a spark plug from the coil pack. notice any change. ..plug it back in and remove the next one. any change... when you remove one.. the motor should run rough if not it's likely the coil pack.
