The pulley is secured to the pump with 3 bolts. You may have to use a screwdriver to slip between 2 bolts at a time to provide leverage to loosen all the bolts. Once bolts removed the pulley comes right off
To remove the pulley wheel from the power steering pump you typically have to remove 3 bolts but to get to those 3 bolts you have to use a socket and go through the holes on the pulley itself.
here is the trick. Use a long screwdriver to pry between 2 of the bolts to hold the pulley while you loosen another bolt with a box-end wrench. Only loosen the bolt--do not remove it, so that it can be used as leverage to loosen the rest of the bolts. Do this for each bolt until they are all loose. OK?
1. Drain the cooling system until the coolant is below the level of the water pump. 2. Remove the drive belt guard. 3. Loosen the water pump pulley bolts. 4. Remove the drive belt. 5. Remove the water pump pulley bolts. 6. Remove the water pump pulley. 7. Remove the water pump bolts. 8. Remove the water pump. 9. Remove the water pump gasket. 10. 1. Drain the coolant.
2. Loosen, (don't remove yet) the 4 bolts that hold the water pump pulley.
3. Remove the drivebelt. In order to remove the belt you need to put a wrench on the tensioner pulley to decrease the tension on the belt.
4. Now remove the 4 bolts loosened in step 2.
5. Disconnect the upper radiator hose from the water pump and disconnect the bypass hose from the top of the water pump.
6. Remove the drivebelt tensioner by removing the bolt in the center of it.
7. Remove the water pump bolts. There are 6mm and 8mm bolts, a total of 12 bolts. They are not all the same length. Be careful to note which bolts go in which holes.
8. After all bolts are removed sometimes the pump will require a little whack with a rubber mallet to unseat the gasket. Never pry between the pump and engine block.
9. Before installing the new pump, clean all the old gasket material from the engine block.
10. Use RTV sealant on both sides of the gasket for the new pump.
And............ the rest is just reversing the above except that you can fully tighten the pump pulley before putting the belt back on.

Remove all accessory drive belts or the serpentine belt.

Unscrew the water pump pulley mounting bolts and then pull off the pulley.
Unfasten the mounting bolts, then remove the water pump.
Using a putty knife, clean the gasket mounting surfaces.

To install:
Place a
1/8
in. (3mm) wide bead of RTV sealant on the water pump sealing surface or
install a new gasket, on models so equipped. Install the pump and
tighten the retaining bolts to 18 ft. lbs. (25 Nm).
Install the water pump pulley, then tighten the mounting bolts to 22 ft. lbs. (30 Nm).
As outlined in
, install the alternator and bracket.
Install the drive belts or serpentine belt, as applicable.
Fill the cooling system to the proper level.
Connect the negative battery cable, then start the engine and check for leaks.
Hope the following will help. 1) Drain the radiator. 2) Loosen the 4 bolts on the water pump pulley. You will remove the pulley and install it on the new pump. Just loosen the bolts 1/4" turn with the belt still on, this will prevent the pulley from turning. 3) Remove serpentine belt. 4) Remove 4 bolts and the pulley and set aside. 5) Remove two power steering pump bolts (15mm). You must do this because one of the bolts for the water pump is behind the PS pulley, and you can�t remove it without moving the PS pump out of the way. The bolts on the PS pump are in the 12 o�clock and 6 o�clock position. There is a large access hole in the PS pump pulley. Just line it up, slip in a long socket and remove them. Let the PS pump rest on the oil filter housing. 6) Remove water pump. There are 4 large bolts (15mm) and 4 small bolts (3/8") on the water pump. After the bolts are all out, I placed a length of pipe on the water pump and gave it a couple taps with a hammer and it popped right off. 7) Remove old gasket. The tool of choice IMO is a razor blade like you�d use to remove a winshield inspection sticker. Be careful not to score the mating surface. Remove old gasket and dry off surface. 8) Seat the new gasket and water pump in place, install all the bolts. 9) Reinstall the PS pump and torque bolts. 10) Install pulley on water pump and torque. 11) Install serpentine belt. 12) Re-torque bolts on water pump pulley if needed.
I think most (if not all) 95 Centurys had a 3.1. Specifying engine size allows for a more specific answer to your question.
To remove the bolts from the pulley, first put the belt back on. With the belt on, you may be able to unscrew the pulley bolts. If the pulley still spins, you can try rotating the tensioner in the 'tighten' direction to get a better hold.
What I do to remove pulley bolts: With the belt on, I get an open-end wrench 2 mm larger then the bolts. I place the end of the wrench around one bolt. It will fit very loosely. I then use a ratchet and 6 point socket on a different bolt to turn the pulley counterclockwise until the handle of the open-end wrench contacts another bolt. Holding the wrench firmly, I use the ratchet to loosen the bolt it's already on just slightly, not more than a quarter turn. I then move the wrench to the next bolt until all bolts are slightly loosened. A second pass with just the ratchet and no open-end wrench then loosens the bolts one full turn. I remove the belt at this time and then fulley remove the pulley bolts.
If and of the water pump mounting bolts are stuck, do not apply excessive force and break them off. Instead, reinstall the pulley and belt. Then fill the cooling system completely and allow the engine to idle for about 15 minutes or until it is fully warm. You can now remove the belt and pulley, drain the coolant, and safely remove the stuck bolts without breaking them.
