Could be that the coolant level is a bit low and the flashing light is telling you this. The level will drop when the fluid is running thru the motor. When you turn the car off the level rises back to nominal level.
Also take a look on the list that I am giving:-----
Steady blue temp light = low coolant temp
Flashing blue temp light = electrical fault in coolant monitoring system
Flashing red temp light = low coolant level
Steady red temp light = overheating
Also,
I would suspect that your thermostat has possibly failed open and the car is not getting up to temperature. Coolant temp sensor could also be falsely reporting lower temp than actual without triggering any fault code.

I would replace the CTS and see what happens. If problem still exists do the thermostat.
Thank you Sir, I hope it will be solved. Have a nice day.

Sounds as if your thermostat may be stuck in the open position, causing it to run too cool. The car runs optimally at a certain temp if the PCM (computer) sees a temp lower than it should be the light comes on. Or the temp light is just plain faulty (crossed wires, bad ground etc)

Heater not warming or taking too long

First off need to know if it is a 2.0 or 1.8T engine. Most likely you have a 2.0L engine. The coolant light on the dash will stay blue untill the temp reaches a set temp by ECM, then goes out. Since the Beetles do not have a temp gauge you dont know what the actual temperature is. I replace thermostats on these all the time for this problem on these cars. To test this, start car and let run at idle and set heater fan on low. Let run untill you feel warm to hot air coming out the vents. Once its as warm as it is going to get, go drive the car at a steady cruise and see if the temp drops. If so then you need a thermostat replacement. I only use OE VW thermostats 050121113C. Hope that helps you out. Kevin

Noise when car is started

Sounds like the starter stays "sticked"on... Check the starter relay or after the sound goes away touch the starter for heat. If its too hot it means it stays on working even when the engine is allready running...

Cooling light stays on

If you are referring to the blue temp light on the dash, it stays on until the engine has reached operating temperature. This lets you know the heat will be ineffective and the engine will not be running at peak efficiency during this time.
