SOURCE: I have a 1997 Lincoln Continental with traction control problems

the 97 continental has the button on the left side of the steering wheel which turns the trac control on and off.

If the button doesn't work then all you can do is either take out the fuse for it or get it fixed so the button does engage/disengage it...

mounted on the ABS brake pump, facing the battery, right below the rad hose.
