You didn't say whether it is a DPA or in-line pump but I am guessing it is the latter.
I read somewhere there is partial electronic control of the pump but I think the primary purpose of that is control of the speed parameters though it might or might not include a fuel shut-off solenoid to serve as an engine stop.
Before an injection pump can supply fuel to the injectors it must have a supply of fuel at a sufficient pressure. This could be provided by an electric lift pump or an engine driven diaphragm lift pump or it might be integrated into the injection pump. The flow from the lift pump is obvious when bleeding the air from the injection pump.
Assuming there is a good supply of air-free fuel to the injection pump and the fuel cut-off solenoid is energised and working and all the air has been bled from the injection pump, injection fuel should after a few revolutions be emitted from the injection pump elements.
If it does not, it is time to call on specialist knowledge...

do yourself a favor and take the truck to a fuel diesel injection shop the larger nut is just a cover but the smaller one is an adjustment if you remove either on you could damage the pump

Check out your oil sending unit, fuel pump and relay, check for power (might be a fuse), the ignition control module (which if you remove it, can be tested for free at AUTO-ZONE), any related wiring, pick-up coil (inside the distributor), and possibly the ignition switch. Perkins is a hard engine to prime. Fill the fuel filter with clean diesel, there should be a hand pump on the left side(looking at the front of the vehicle) . There should be a bleed screw on top of the filter housing. Loosen the bleed srew and pump the hand pump untill you get a steady stream of fuel from it. Tighten the bleed screw. Loosen the injector bonnet nuts approximately 1 1/2 turns on all of the injectors. Turn the engine over until you see a steady stream of fuel from the the injector bonnets. Tighten the bonnet nuts, pump the handpump approx 10 times and start the engine. Give it half throttle until it stops stumbling and all of the air is worked out of the system.
