I do believe you only problem causing your situation would be the EGR valve. The Exhaust Gas Recirculation valve. When it's working, all is well. When it is malfunctioning, it cause power loss and a bad hair day. Replace the EGR and all will be fine in your vehicle once again.

Where is a HO2S21 sensor located on a 99 mecury cougar?

Its saying bank 2 sensor 1 Bank 1 is the same side of the motor as the number one cylinder. Bank 2 is the other side of the engine. Sensor 1 is always before tha catalytic converter. Sensor 2 is always after the catalytic converter. Let me know if you have any questions and I'll do my best to answer them. Thank you for using FixYa.com!

I bought a 1997 Mercury Cougar about 5 months ago. The Cougar only has 83,000 miles on it. Since buying it I have had the oil changed, the transmission flushed. I have also had all 4 o2 sensors replaced...

By your description, I tend to agree with fuel pump issue. Could be something as simple as a connection on the pump -loose ground and/or power wire or an intermittent pump. At 83,00 that's far from being "over the hill" Also just a thought, converter(s) might be clogged and would give similar symptoms.

Codes P0153 and P1151 came up together on my 1997 F150 with 4.6 Ltr engine. Looking for a fix.

PO153 is Upstream heated 02 sensor circuit slow response Bank !
PO151 is same as above but shows low voltage bank 2.

Did you mean P1151 or PO151, It seems this o2 needs to be replaced. Buy the aftermarket if you buy one. I work and run the line that these are assembled on. The aftermarket is the same, just looks a little different. OEM is $120 and Aftermarket is $40-$60. But they both have the same internal elements and are tested, assembled the same way.
