Broken seat belt buckle

If I had the problem I would look at a junkyard or on line at e-bay for a replacement. You will need to get the buckle and the belt that it is attached to that goes down to the floor down through the crack in the seat.
Remember the buckle receiver is made for the certain belt in the front and rear seats. I have often tried to put the wrong belt in a buckle and it would not fit. ( Example: the right belt goes in the right buckle.)
Be blessed.

Srs light is on but everything is working..

Known problem for SRS light might be cause by bad seat belt buckle. Honda seat belt buckle and belts are lifetime warranty(not cover if broken because of abuse). Have your honda dealer scan it for code. They might charge you $55 to scan for the code(ex:09-3 driver seat buckle failure), but if it is a for buckle or belt code then everything is free including the scan(labor and part).
good luck

2002 honda civic the srs light is on, which plug in can I put a jumper in under passenger seat to eliminate light temporarily? I cant remember the exact way I did this but I have gone to the computer...

I would suggest leaving the light on. That is the warning light telling people in the car that the air bag is in-op.That can causde a very dangerous situation.

Where is the fuse for the seat belts

If you're refering to the light on the dash staying on, try a little wd40 in the buckle. It could be the switch just sticking. You can also follow it down just underneath the seat and verify it's hooked up. Should be 2 wires.

SRS LIGHT STAYING ON 2002 HONDA ACCORD

you need a scanner to pull the code. its prob a seat belt buckle. seat belts and all buckles are under a lifetime warr at all honda dealers. take it to a honda dealer to have the code checked out. if its a 9-3 or 9-4 or any seat belt, or seat belt buckle, the repair will be free.

The SRS light stay on

SRS stands for supplemental restraint system. You have a problem with the airbag system. The seat belts have sensors to let air bag module know if they are buckled. Could be a bad buckle seat belt will work fine .This may be a common problem is why they said seatbelt problem
