Isn't it a splined shaft? All my Chevy's are but they are also quite old. If i is indeed splined. Then all you need do is line up the cup about 1.5inches above the bottom of the windshield. Then just wiggle in on. Oh, the spring loaded "key" that keeps it in place should just pop into it's recess.

U will need to see if the small serrations that hold the arm are worn off, if they are u will need to replace the wiper arm and the wiper transmission linkage assembly, the post is not serviced separate, try finding a used one, they are common in salvage yards, a new wiper trans if it is still available will cost about $200

check bolt at base of wiper arm under little plastic,try wipers if bolt is moving,screw it in tight,if pivot bolt is not moving,check linckage under cowl

THe wind doesn't just push the power arm off, it must be broken and will need be replaced, You need to check if the actuall bracket that holds the arm is broken as well. It has teeth on it which when the arm is put on it lock in place with a clip

heres a wiper linkage asm diagram, the wiper washers are on the hood or on the cover to deck,then the hose runs through the wiper arm to a nozzle, if you remove the arms you can lift cover enough to look at the hose to washer connection,also check hose to arm they often break there good luck.
