Isn't it a splined shaft? All my Chevy's are but they are also quite old. If i is indeed splined. Then all you need do is line up the cup about 1.5inches above the bottom of the windshield. Then just wiggle in on. Oh, the spring loaded "key" that keeps it in place should just pop into it's recess.
Good luck,
Jason

SOURCE: Chevy blazer - windshield wiper

U will need to see if the small serrations that hold the arm are worn off, if they are u will need to replace the wiper arm and the wiper transmission linkage assembly, the post is not serviced separate, try finding a used one, they are common in salvage yards, a new wiper trans if it is still available will cost about $200

SOURCE: windshield wiper driver's side went limp wind

THe wind doesn't just push the power arm off, it must be broken and will need be replaced, You need to check if the actuall bracket that holds the arm is broken as well. It has teeth on it which when the arm is put on it lock in place with a clip

SOURCE: what is the 94 Chevy Caprice Classic wiper arm

heres a wiper linkage asm diagram, the wiper washers are on the hood or on the cover to deck, then the hose runs through the wiper arm to a nozzle, if you remove the arms you can lift cover enough to look at the hose to washer connection, also check hose to arm they often break there good luck.2d8c418.gif

How do I change wiper blades 2001 Chevy blazer

Open the cap at the end of the windshield wiper arm at the cowl of the Blazer. This will reveal the bolt that secures the wiper arm to the wiper linkage.
Unbolt the wiper arm using a 3/8-inch ratchet and socket. Place the bolt to the side, as you will reuse it later.
Pull the wiper arm up at the blade so that the blade of the wiper is pointing into the air. Then pull at the base of the arm, wiggling it slightly. It's a keyed gear, so it may take a little bit of workunderlined.png?1 to break it free, but with the right amount of wiggling, it will disengage.

    Wiper arm

Lift the black cover located at the end of the wiper (at the cowl panel sort of hinges) use a 13mm socket to loosen the nut. pull the wiper up towards yourself WARNING spring loaded hold on to it!
Sort of wiggle it carfully off of the splined stud. I some times mark the wiper arm location on the window to make reinstall easier. Hope this helps
