Did this start at the same time? If it did it could be the body control module. Which is an electrical problem. If they started at separate time the window motor is probably going and the ac fan could be the resistor

Well I would first ask why you would want them on. The computer grounds the fan relay when the fans are needed. They don't run until the ac is on or the engine reaches 220 degrees. Sometimes smoke in the radiator is a sign of a leaking head gasket.
Start the car and turn on the AC to max. Do either of the fans run with the AC compressor engaged? Also, there is a temp sensor for the fan circuit but I don't know exactly where it is located on that vehicle.
Either you have connected your wiring incorrectly, recheck all of your wiring connections, Or the power supply for the fan is coming straight from the battery instead of running through the switched relay, most likely the relay is stuck closed allowing the fan to stay on.
not possible in this vehicle, however the seat supposse to be heighht and weight sensitive, being if the height an weight is low, air fan is turned off
ONE SUGGESTION COULD BE TO SWAP THE RELAY FOR ANOTHER TO SEE IF THIS FIXES THE PROBLEM. IF IT DOESN'T, THEN PERHAPS THE COMPRESSOR CLUTCH IS STUCK IN THE CLOSED POSITION. it happen with me also actually the problem is the power window get jammed from the inner part..... you if you able to open it just open now clean it well then spray the lube into it and for a long time it work properly..... thankyou
It is a 12v heavy guage wire that tends to burn out the point where it connects to a white plastic multi-pin connector near the fan. It comes back on when a viration jiggles the break closed. It takes alot of time, patience and a limber back to climb under the dash and find it. I suggest going to a shop - < $100.
1. Turn ignition switch to "on" position. 2. Open passenger window completely from passenger side window switch. 3. Close passenger window completely from passenger side window switch, and hold switch for an additional 2 seconds. 4. Turn ignition back to "lock" position.
That's it. Works like a champ. And here you thought it was more than just a battery dying....I did.
