    What do you mean short the starter ? You take a screw driver an jump from the big terminal on the solenoid to the smaller S terminal ? Or are you jumping pin 30 to 87 at the starter relay . Either way it's not the solenoid . Viewing a wiring diagram an testing the electrical circuits is the way to find the problem .

Sounds like the starter drive is shot, best thing to do is replace starter with new or rebuild.

it will be in fuse box under hood or under dash your owners manual shows which relay it is or you can look in a haynes or chilton manual at your local parts house

Disconnect the negative battery cable. If it has automatic ride control, make sure it is turned off before you raise the vehicle. Remove the starter solenoid cover, if it has it. Disconnect the large cable from the starter motor and the solenoid connections. Remove the starter mounting bolt and nut and remove the starter from the engine. Reinstall in the reverse order.

follow the positive cable from the battery, it goes to your starter solenoid-a solenoid is a heavy-duty relay. On most earlier fords it is mounted on the fender, but newer ones have them attached piggy-back to the starter motor.

1999 Ford Explorer won't start has power no crank replaced battery still nothing.

Look in the underhood fuse block for the starter relay, remove the relay and find the numbers 30 and 87 use a short piece of 16 gauge or larger wire to jump these together and if the starter is OK it will crank if not first check the battery cables (both ends of each please) and if OK replace the starter. I hope this helps. Take care. I hope your treatment work, My wife went through it 3 times and has very little left to remove. Where is the fuel pump reset switch on a 1999 ford explorer. it will crank with starter fluid but will not stay running not getting any gas

I doubt it is the switch. Hit the bottom of the tank about where the pump sets. A rubber mallet works great. 3 or 4 good blows. I bet your truck starts. Replace the pump.

You could be right. It could also be a bad connection between the battery and starter. It takes 11 volts to crank a Ford starter.
You might want to clean the cables and check the voltage at the starter post.
Could also be a problem with the engine.
