There should be a setting on the lower end of the drive train. Mine had a set screw to loosen and then turned this outfit by hand either to left or right.Not sure what its called but any boat shop would explain this to you free of charge. Mine I set in about five minutes.
Check on how the motor is mounted to the back of the boat it might not be level

power steering belt broken or fell off, or the pump is out of oil. The pump is down on the right hand side (passenger) between the fire wall and the engine. You should be able to see if the belt is still on. Check the resevoir for oil. It is on the same side. It's a little plastic pot with a dipstick. Let me know how you make out.

The blinker usually blinks fast when a turn signal light is burnt or not contacting. Check the signal bulbs to see if they are contacting or in good condition. If that is not it. Try replacing the blinker under the dash.

I would suggest that you have the wheel alignment checked and also all ball joints and lower arm bushes

Woah. This is a new one, but it sounds like your rack is binding up and causing this friction. It could be a pump problem, so check the power steering pump belt tension and fluid level. Short of that, you need to get your front end looked at. I'm not being "extra careful" here when I say this - you should get it towed to the service center and not drive it. This thing could get you hurt. . Good luck.
