If your car is brand new (you are the first owner) or for some reason someone disconnected the negative battery cable then what is going on is your TCM (Transmission Control Module) is trying to learn and adapt to the way you drive. Until it fully compiles all of the data and can "learn" this it will shift rough. Give it 2-3 full weeks of daily driving. If after the 3rd week or so it still shifts rough then it is not storing info and there is a problem. If you are not the only person driving this vehicle then it will take longer for the car to adapt.

Yes he can fix this most likely. If you are positive it's the speed sensor, simply replace it - however it could very well be the throttle position sensor as well. Take the vehicle back to whomever did the diagnostics test and inquire about this part as a possibility as well. Also, I suggest purchasing a repair manual for this vehicle so that he has the specific directions for doing this himself. Sensors are generally very simple to replace, however there may be more involved as he may need to remove other vital parts to access it. Also, make sure to disconnect the battery anytime you are doing ANY type of repairs; especially electrical repairs (i.e. sensors, etc).

Fuel filters clog up just like air filter and oil filters. Their job is keep crud out of the engine. All three are important to change. The oil filter every oil change (every 5000 clicks on conventional filter). The air filter - urban driving - every other oil change. The fuel filter - good name brand fuel - every 100,000 clicks, not so good brand of fuel - every 50,000 clicks (cheaper fuel or old gas stations can present more contaminants -- as can an old cars gas tank interior). Gasoline contains water, water in the metal storage tank, water in the metal gas tank, water in the metal gas lines (end result rust!). underground storage tank also present opportunity to introduce dirt to fuel.
Dirty fuel filter can reduce engine efficiency/fuel economy. Can also present low fuel flow by fuel pump and that can present fuel starvation to the engine. As well harder work for the fuel pump (bringing on premature failure).
