Agreed, vacuum leak somewhere. The system is picking up a lean fault, too much air. Probably not an exhaust leak, likely PCV or a rubber vaccuum line. If its not affecting idle, the problem is likely very minor.

Check for exhaust and vacuum leaks, mass air flow sensor, oxygen sensor, spark plugs, any one of those could be the problem

Look for a vacuum leak around the pvc or an exhaust leak, if all seems ok check the o2 sensors

What is the code P1451 solution? Runs great, codes P1451, P0171 and P0174 are coming up and the engine light is on. Car needs to get inspected but codes need to be fixed.

P0171 - System too Lean (Bank 1)
P0174 - System too Lean (Bank 2)
P1451 - EVAP Control System Canister Vent Solenoid Circuit Malfunction
I'm afraid I don't have enough info to tell you how to fix the P1451 but I'm certain it's the cause of the other two codes.

2000 E-350 V-10. P0174 with exhaust fix

Before I even finished reading this i knew you had a clogged cat. If you have fixed everything you mentioned i would lean towards a clogged cat. This is a large reason this code pops up.

To check this you could pull that cat out and drive around and see if the code comes back, make sure to stay away from the police though.
