Hi, XMs were notorious for electrical problems. From what you describe I'm assuming that the engine is not actually overheating. There is an earthing point near the drivers side suspension strut (under the bonnet) which caused many problems.
There are a lot of wires connected to this point and what I used to do was remove the original fitting and connect all the wiring directly to the body using eyelet terminals and the original mounting bolt, making sure you have a good contact with the body by cleaning any corrosion or paint around the contact area.
I did, on another occasion, have a problem with the under-bonnet fusebox causing the oil / stop / temp lights to come on without any reason and it turned out to be a short circuit due to bad assembly at manufacture.
Have you had a diagnosis by a garage with Citroen equipment? It might be worth it now after all the work you've done with no result.Should only be a 1/2 hour charge.

Are your cooling fans working? that will definately be a problem if not working. if they are working shut car off and feel the radiator is it the same temp all over or is it hot in only top or one smaller area. if you do not have same temp feeling on all of radiator your radiator may be plugged.

The fan does not come on until the eng is approx 225f or the a/c is on. When th efan is on and the engine is hot, ck the temp of the air blowing through the radiator, it should be HOT, if its cool or luke warm, the raidator may be plugged.

Check the operation of the cooling fans at the radiator. While idling disconnect the coolant temp sensor at the top left (drivers side) of the engine. It will be a 2 wire connector near the thermostat housing. When disconnected the coolant fans should come on immediately, if not you have an electrical issue with the relays or blown fuse. Check the fuses first in the underhood electrical panel. Next swap the cooling fan relay with an identical one next to it, if the fan works the relay is open.

Water pump is bad because overheats when engine is running at low speed, and good at high rev. The water pump impeller can not push the coolant with the required pressure.
