Its caused by a switch in the steering column. I have the same problem in my 1995 Lumina. I get around it by just pulling back on the turn signal lever when I hit the brakes.
Other wise you have to replace the switch. there are solutions posted on the internet.

98 chevy lumina Rear window break light works, but rear break lights don't, also right turn don't work?

I can almost 100% guaranty the turn signal switch is the problem. Power for the brake lights starts at the brake switch. power then splits from there and the third brake light gets power directly from the brake switch. Since the turn signal and the brake lights are on the same bulb power for the brake lights is routed through the turn signal switch. the switch depending on what position it is in will allow brake power or turn signal power to there respective left or right brake/turn bulbs.

If you hold your foot on the brake pedal and wiggle the turn signal and or play with the hazard switch the brake lights will almost always intermittently start to work. this will confirm a bad turn signal switch which is pretty common on GM vehicle with this style setup.

1998 chevy lumina: rear window brake light not working, left brake light not working, rear left turn signal not working

See if bulbs have burnt out in the left brake light and rear turn signal (one bulb if combined) and also rear center high mount brake light.

If the left turn signal has a slower speed than the right turn signal, this is a symptom of a bulb or bulbs burnt out.

Usually, the wiring is not a problem, but I would not rule wiring (or sockets) as a problem out.

No brake lights ( bulbs are good)

I had a similar problem with my 98 lumina. My interior lights were out as well as my brake lights. I believe a fusible link was blown. I bypassed this by taking the headlight switch off and running a wire from the red power wire to the brown wire. All my lights and dimmer work well and have had no problems with it.

Tail lights have a separate fuse and possibly also a relay. Look for park light fuse in panel.

YEP TO FIX BRAKE LIGHTS YOU HAVE TO REPLACE TURN SIGNAL SWITCH BECAUSE MY 98 LUMINA DID THE SAME THING.YOUR BRAKE LIGHT SWITCH AND TURN SIGNAL SWITCH SHARE THE SAME ELECTRICAL CIRCUIT.

Why do my chevy lumina idle high in park and in drive. and why wont my brake lights work.

You either have a vacuum leak or the idle air control valve is defective.This may set a check engine light but you did not a check engine light being on.As far as your brake lights if the high mount is working and the regular brake lights not working then it is your multifunction switch.This is part of the turn signal switch.Under the steering wheel.I am assuming that you have checked your fuses.Hope this helps.Good luck.

Just bought second hand 98 chevy lumina and someone stopped me saying I have no brake lights, so I checked and I only see a place for backup lights and turn signal lights. Why do I not have any break...

The brake light in the rear window and the main brake lights are on a different circuit. After the signal leaves the activating switch on the brake pedal arm, it splits. One circuit goes straight to the high mount brake light, the other goes into the turn signal switch. If the rear turn signals work but the brake lights don't, suspect the turn signal switch, not the bulbs and wires. Better to check this before removing and checking bulbs, wires and fuses. It is a common problem with the W-body cars like Lumina, Monte Carlo, Buick Regal, Olds Cutlass and Pontiac Grand Prix. (Approx 94-99 models). Part number is GM 190005031 (w/o radio accessory control) or 19005032 (with radio controls)

A flasher would not cause this problem, It's in the trun signal switch, it needs to be replaced

Left side brake and hazard lights don"t work

sounds like a bad turn signal switch, wiggle it , just a little bit,... see if some of the lights start to work. do your turn lights work correctly??
