You better check your owner's manual because many cars have 2-3 different fuse boxes, make sure that that is not your case, because what you're saying sounds like a fuse issue/blown fuse....Please don't take me wrong.... is just a possibility.

the blower fan comes out from underneath the dash on the passenger side. there is no need to remove the cluster

I would go with an ignition switch if i had to guess, the switch is located at the bottom top of the steering column shaft and is operated by a steel rod from the ignition lock cylinder. Ford has had many problems with these switches over the years, but this year is far better than older designs.

2004 ford explorer engine trouble light wiring diagram

The trouble light is in the instrument cluster.behind dash gauges.,BE SURE TO DISCONNECT BATTERY BEFORE REMOVING ANY PART OF DASH..Use safety glasses.,The cluster is attached to the back of gauges..Be VERY CAREFUL If you remove it ..Very Fragile and easy to damage..!!....Older vehicles have a more simple cluster with bulbs that can be replaced or removed..Or leave out and never have a trouble light again..I doubt if your vehicle has a simple bulb however it is possible...If you just wanted the light to go off forever there is a chance you could remove the cluster and it will have a simple small removable bulb..I would ask a Dealer Tech....The cluster is like a map or a weird racetrack..lights for each instrument are located on the pathway...You may could crush the tiny area where light is if it doesn't have a bulb that can be removed but it may interfere with other lights on the cluster pathway or perhaps DISABLE THE COMPLETE CLUSTER..I DONT RECOMMEND CRUSHING ANY PART OF CLUSTER.!!,,However I have seen it done..Some lights are made into the pathway and can't be removed and some are just removable bulbs..Your vehicle could have both type pending on location of your problem light..I have seen many replaceable bulbs located at the bottom of instrument clusters on Heavy Ford Trucks.., however the center lights cant be replaced..Especially if it is all digital..!!..Look for a close up photo of the rear of your instrument cluster on a computer and you will see what I am describing...You may just have a very small plug in bulb..It may be a good idea to ask a Dealership Tech.....Good Luck...

Having trouble with fuse # 17th

From my wiring diagram power for the radio is fuse # 29 a 25amp fuse! The fuse for cig lighter also powers the DLC Pin # 16 . The DLC is the connector under the dash left of the steering wheel . This is where you would hook up a scan tool ! Are you saying by part dash lights ,that some of the dash lights are out ? Could just be some burnt out bulbs ! Was fuse # blown ? Did you cig light work before ? Could have a shorted out cig. lighter or the outlet ! To fix dash bulbs the instrument cluster would need to be pulled ! How to Replace Dashboard Lights In Depth

This is not a good thing. Ford uses a computer called the GEM and that means General Electronics Module. It controls:
  • Low Coolant Indicator On Cluster
  • Brake Indicator on Cluster
  • DRL - Control
  • Wipers
  • AutoLamps
  • Rear Defrost
  • Interior Lamps(dome)
  • High Beam Indicator only (cluster)
  • Low Coolant indicator
  • Key-in Buzzer
  • Seatbelt indicator only (Cluster)
  • Trunk Pop Relay
  • Power Locks
  • Door Ajar Sensors
  • Door Keyless entry pad
  • Remote Keyless Entry
  • One Touch Down (power window)
  • Air Bag Tone
  • Anti Theft (perimeter Alarm) (SEL, or SE(s) with mods)
  • Lift gate ajar (wagon)
  • Liftgate Pop
  • Accessory Delay signal (accessory that work after engine off, prior to door ajar)
  • Battery Saver Relay signal (accessory that work after engine off, 15 mins) Map lights, vanity mirrors

They are located behind the radio in the dash and they are $$$ about 600 USD.

That is a manufacturing defect associated with your instrument cluster. My local dealer replaced my entire instrument cluster for free (truck was out of warranty) when my speedometer showed 100 mph in a parking lot and my oil pressure gauge read 0.

2004 ford explorer radio

You need to plug this back in to activate the player and remove the cd's or disassemble the unit to pull them out.There is too much to happen to just power up one circuit. Good Luck.
