No relationship between the two malfunctions. Fix the tire, then tow the car to a shop to be fixed, so it will start.
Check to see if there is power to anything...if so, inspect crank sensor wires (if car turns over) If no power at all inspect battery/cable
Inspect for physical damage to tire's surrounding areas, especially wiring systems.

In this case, it sounds a lot like you have a stuck caliper. I would recommend replacing the caliper, the rotor, and the brake pads, simply because the pads have gotten so hot and have been subject to so much hard friction, they've most likely worn down pretty well and are heat checked. The rotor on that side should probably be replaced as well, considering it's probably pretty heat-checked by now. I'm pretty confident that this should solve your problem.

I presume that the tyre you have replaced is with the same specification size as on the either side, If so you need to check if the tyre is rubbing against the mudflaps or the mudguard specially when the side is loaded or the wheel is turned to one side. Lift up the side with a jack, turn the wheel to either side and check if there is enough gap on the sides. If you had replaced the tyre after a burst/puncture, had run the car after this had happened, then the wheel alignment must be looked in specially for the tow in/ out. Check for the wheel position using a thread held against the rear wheel and the front wheel postioned with a slight inner view, check the wheel from the top to bottom with a plumline. You will get some indication if there had been any shift in the chassis or the suspension. press down the side up and down to hear any creaking, if so check on your suspension parts, the lower arm, the roll bars and the strut/ shock absorbers. You have the problem lurking around here. Hope my advice helps you out. Good luck good day

It appears your car may have a damaged or out of alignment tie-rod.
You will need to have your alignment checked and adjusted at a wheel and Tire center or mechanical workshop that conducts wheel alignments, this isn't a very costly job, my last alignment costs was around 56 dollars (they are performed when you buy a new set of tires USUALLY), but your experience may vary depending on if the rod is damaged and needs to be replaced.
