W/o year--make--model, not much I can tell you? Battery has a full charge and connections all good? Check circuits at starter motor. Usually two voltage circuits, one comes from the battery, hot all the time. The other circuit usually goes hot with key in the crank position and may be wired through neutral switch and possible starter relay. The starter motor usually grounds through the engine block. Any testing, make sure transmission is in park or neutral and parking brake is set. Make sure vehicle can't move.
