There are two relays for the cooling fans, one or both may be bad.
With the engine running and the AC on, the fan should be running.
With the engine hot the fan should cycle. I believe the relays are mounted on the drivers side front fender on that model.

If the fan is electric, then either the fan motor or relay is shot. If it is belt driven, then the fan clutch is most likely faulty.

I have same problem, took to the dealer they checked fans, sensors and relays all working they said I needed a IPC. Instrument Panel Cluster which is all the gauges, they wanted 450. to repair. Junk yard sells for 55. Hope this helps

Radiator fans won't come on

Hey I had the same problem with my 95 olds cutlass supreme. First i checked that the fans were receiving power by testing the voltage. Then I noticed that they were recieving voltage just not coming on. When the engine temp got pretty high, they finally came on, another words the gauge could be broken or the engine just does not tell the fans to come on until it has reached a high temp. So i started the vechicle, left it in park and gave it gas until the temp guage read very high, it reached like 230 to 250 then the fans came on. Try getting the temp up there and then see if the fans come on an dlet me know at [email protected]

Spend $12.00 on a new radiator cap. The Olds has a pressurized water system. If there is an air leak it will not cool properly. Be sure your radiator is filled and no water leaks exist such as leaky freeze plug or water hoses. Is the fan belt good and snug? You could also have a sticky thermostat. Both the cap and thermostat are low cost items that you can do yourself as a first step in eliminating the problem.

Need the Location of the temperature sensor on 95 olds cutlass.

The image isn't loading, so I can't tell if this has been 100% answered, but here's the text version:

Should be a fuse panel under the hood, passenger side near the coolant tank and radiator inlet. In that panel should be 2 large square fuses. These are fuse/relay combo deals. Switching these out should fix you right up. Mine had the same problem about a month ago and I had to replace them then.
