The sensor inside the tank is defective or covered in goo. Remove the sensor from the tank or remove the tank and flush it clean with hot water and a mild solution of white vinegar, if the sensor still reads the tank is low replace it.
I'm not sure what model Toyota you have, but in a Camry, the cause is most likely a blown fuse. This is a 10A fuse labelled "Gauges" located behind a cover in the dash panel
look for a fuse that control the clock and interior light may be labeled int. light.Did you recently installa aaftermarket radio or anything having to be wired??
There is a dash light dimmer control, this controls the dash light brightness only when the headlights are on, check and make sure it is turned on, if it is then replace it, it is defective..
