I have heard about car radios being built for specific territories but as yet haven't encountered any problems - every car radio I have owned and my customers have owned, both the manual FM tune and the auto scan have moved in 0.5 MHz increments which has been sufficient to provide acceptable reception on all except weak fringe stations.
Testimonial: "Thanks Taylor for your answer, but in Canada and USA, radio are setup on ODD frequency, and I don't know how to change the setup for even and odd frequency, this is what we use in Europe."
