I agree with Mike, year--make--model would help?
If this is an older carbed engine, no computer, if you get a carb kit, the kit will usually have the instructions for setting everything. As far as your throttle cable, I can't see anything from here. I guess, I'd have to look at it. Can you adjust the idle w/o the throttle cable then hook up the cable? Hopefully the idle stays the same?

The throttle linkage may be sticking. May have a vacuum leak at the intake manifold or with the hose connections.

You never replace parts unless you can prove they are faulty.
The tps tells the computer if the throttle is open or not.
The idle air control valve is how the computer controls idle speed.
The valve could be faulty, or you could have a dirty throttle body.

How do I adjust the idle on my 1994 Dodge 1500 5.2 I replaced the IAC and seems like it is still idling low can I adjust the IAC to make it idle higher?

The IAC is controlled by the computer, it is not adjustable. There might be an adjustment at the throttle body (where your throttle cable connects to). Clean or replace your PCV valve, and check for vacuum leaks.

Looking to see if anyone knows the answer to this. It acts like the throttle sticks when I come to a stop. When I stop the engine stays at around 1300-1400 rpms and the cuts down to low idle. Does not do...

Check throttle cable, take the throttle cable off and check if
it is tight. And also check if cable is bent in between one point to the other. A good throttle moves smooth back & forth.
any tape bending or kink in between will cause it to get stuck.

When i drive my 2003 expedition there is low idling but when i come to a stop the engine will shut off. what may be the cause of that

The issue is most likely the setting at which you idle throttle is set at. When you come to a stop, your brake system takes power, and if the idle speed is too low, then the call for power will stall the engine. To fix this, look for where the throttle cable connects to the throttle body. Where it connects will be a screw that you can turn that will change the angle of the throttle plane. This is called a set screw, so be sure you are not turning a screw that holds the throttle assembly together. The screw most likely has a spring in between the head of the screw and the throttle plane. To adjust this properly, turn the engine on with the hood open. Keep the engine on and adjust the screw left or right until the RPM indicator points right above 1000 RPM. A good idle speed for a SUV is 1200 RPM.

150,00 miles with excessive high idle.

You may need to adjust your idle setting. Also, it could be an idle sensor or throttle sensor. A map sensor will cause this as well.

This vehicle is equipped with an electronic throttle control motot that operates the throttle plate. and controls the idle if your throttle plate is carboned up if will decrease air flow into the engine causing a low idle. This is very common if your battery was replaced or disconnected.
