If this is an older carbed engine, no computer, if you get a carb kit, the kit will usually have the instructions for setting everything. As far as your throttle cable, I can't see anything from here. I guess, I'd have to look at it. Can you adjust the idle w/o the throttle cable then hook up the cable? Hopefully the idle stays the same?

The throttle linkage may be sticking. May have a vacuum leak at the intake manifold or with the hose connections.

You never replace parts unless you can prove they are faulty.
The tps tells the computer if the throttle is open or not.
The idle air control valve is how the computer controls idle speed.
The valve could be faulty, or you could have a dirty throttle body.
