On a 1990 Buick you have a fuseable link between the headlight switch and the battery. Do you have power in and out of the headlight switch and the dimmer switch ?
First check the headlight relay by changing it with one of the same number in the fuse panel.If it checks out ok then you have a faulty headlight switch.
even though there are accessories on, there may not be enough to turn starter over. Or the connection is bad or not metal to metal contact. Last possible cause would be faulty solenoid.
