What would make the AC clutch turn on an off repeatedly, approximately every 4 seconds on an 99 chevy Suburban 5.7L 4x4 LT? Only blows out hot air

It could be many things.
AC / Heater Switch
AC Clutch
Fuses and Relays.
Body Control Module communication issue.

You need an AC specialist or an auto electrician with a pro grade scan tool computer. some ideas in the link

buy car dead AC or happend out of the blue,not told

with blower off parked there is no AC ever.
that prevents icing up the evap core.
the compressor clutch must be engaged and actual compressor end spins fast, and belt not loose
get it serviced or just diagnosed in a real shop, like 99% do now.
I have all the tools do it and I am not printing a 500 page service guide on diagnosis and repairs.

and compressor spinning, there will be no AC.
if does spin the R134 loop needs service, but most cars can be topped off if not overcharging it and that fails.

I just don't get why that doesn't work right in the first place. ... Is the ac compressor clutch and pulley turning ?

sounds like compressor isn't working properly or heater vacuum is opening vent to heater core.try turning on ac and if it cuts on and off repeatedly every few seconds the freon level is not correct or high pressure switch may not be working make sure radiator fan comes on when ac is on.if all this is working properly check vacuum hoses to heater may be opening vent doors to heater.hope this helps

this is because you have a bad switch which has gone bad and you need to replace it or either try to bypass it through another circuit.

problem could be in your AC and HEATER control switch.

sounds like you have a minor vacuum leak in the system or a weak blend door motor. Your a/c is responding to engine vacuum changes.

this is an easy one, the blower motor is drawing to much current, this happens as they wear out, replace the blower motor aNd all will be well in chevy land.
