Wiper module failures are common its mounted on the front of your wiper motor has a circut board that slides in ? sometimes the motor itself shorts out the board i would just replace the whole motor with a rebuilt unit ?

On my 97 pontiac bonneville my windshield wipers do not go all the way down to where they should rest. i was going to remove them and put them back on at a different position so they would go all the way...

On your wiper switch you have a park position and on your wiper motor the same.It takes a little experience to mess with this problem.
without looking at it I would say your switch is no working allowing the arms to rest in the park position.
