The reason that your blower is only working on high is because your blower motor resistor has gone bad. The only way to fix this is to replace the resistor and then your blower will be back to normal. Let me know if you have any further questions. Thanks for using FixYa!
There will be a blower resister mounted in the blower box near the blower box.This is where you get your speeds,this has gone out.Now there is usally two screws that mount this unit.Remove the plug in to it,and remove the two screws,and pull it out towards you.Now when you replace this resister,replace the blower motor or this will happen again.Even though the blower may sound fine,it is pulling to many amps,there for burning the resister out.If I can help any further,let me know.

remove the trim panel below the glove box and you will see the blower motor,just to the left of it you will see a 4 wire connector plugged into the case. This is the blower motor resistor,this is what you need to replace.

I'd replace blower resistor, usually found under hood on firewall on passenger side, or on duct work, inside under dash on passenger side,close to blower motor.

It is the Blower Motor Resistor located behind the Glove Box on the dash. Remove the Glove box to access. It is mounted against the fire wall. This is a common problem. My 2002 did the same exact thing.
1. Disconnect the negative side of Battery.
2. Disconnected the Electrical Connection to the Resistor.
3. Remove the bolts/screws. I believe they have 8mm heads, there should be 2 of them.
4. Replace with new one.
5. Reconnect the negative side last.
6. Test System before putting the glove box back in!
7. Enjoy the CONTROLLED HEAT!!
