2001 Volvo s80 lug bolts are frozen inside

2001 volvo s80 front lugnuts are frozen inside according to tire mechanic and they show rust outside. Happening frequently.
Is it a good idea to replace lugnuts with used ones or original new ones or OEMS? Are theere any other procedure for them not to freeze. They were banging with a hammer and a wrench to get them out everytime.

I would open your drivers front door there should be a label inside on the door or the door jam stating what Volvo wants the front and rear tires inflated at follow the manufacturer label inside the door for proper tire inflation.....
