Couple of things: First I would have battery load tested. (I know, you mentioned new battery. I have Disco that had new battery go bad - new. factory defect) If load test is good start at fuse panel with volt meter/test lamp and look for accessory/fuse that's drawing voltage when key is off.

Sounds not good. Disconnect the negative battery terminal, and flush EVERYWHERE with clean water (hose okay) antifreeze will never dry or go away....let it all dry and try again.
check the fuse first ,look up cigarette lighter fuses first i bet that is blown ,cos that fuse is part of cigertte lighter and ur stereo aas well also check ur heater fuses as well
