Sounds like your coolant level might be low. At highway speed you probably have enough coolant and with the air passing thru the radiator keeps the temp down, but at idle not so much. Or depending whether you have a belt drive or electric fan. Belt driven, could need a new belt.
Cables will run $20.00 to $30.00 . They are not hard to replace and there isn't any adjustments when you replace them. there is usually a couple of bolts by the pedal in the firewall to remove and it clips into the throttle bracket. If you want to have a shop do the work, count on the part costing 50% higher and what ever the shop rate is times 1 to 1.5 hours.
I had the same problem spent lots of $ replacing all kinds of parts and nothing helped. Finally broke down and took it into a shop.......tuned out to be a loose electrical connection. $10 to fix! Never had the problem again
Check these couple of things,
1) fuel filter
2) on your distributor you will have an ignition module with two wires going to it, when these are failing they over heat and shut the car down until they cool off.
3) check that your fuel lines are not collapseing
4) on your fuel ( gas ) tank you have a line that is actually a vent be sure that it is not plugged.
I hope that this helps you and that you will take the time to rate this information, if you need further assistance let me know.
Good luck
