The filter needs to be replaced first, if there is not enough volume or pressure reaching the fuel rails, the pressure regulator it's not going to work, nor can it be tested accurately. Filter cost less and and is fairly easy to replace. The filter is located above and on the inboard side of the fuel tank
Fuel pressure should be 38-45 psi . Check the pressure before and after you replace the filter.
The pressure regulator is mounted on the throttle body with (2) 10mm bolts. It has a vacuum line and fuel line attached. Remove the vacuum line, make sure the line has vacuum on it, not cracked or broken--- If the vacuum line has any gas in it, replace the regulator.
Try slightly moving the steering wheel from left to right while trying to remove the key. If that doesn't work, try spraying a little bit of LOC-EASE in the cylinder, Good luck, Gary

you will need to rull the timing cover off if belt has not spun or broke remove belt and install new one if belt has spun or broke you will need to line up timing marks on cams and crank and install belt
there is a solid state relay located on the frame rail on the drivers side under the air box it has four wires going to it and has most likely failed. there was (or is) a recall on this part and they cost around $40 dollars they are pretty easy to install but make sure to clean the frame rail where the relay bolts down to, and make sure the relay sits flat and has no debris blocking airflow to it as these get very hot and will fail agian if not properly installed -jeff please rate
