There are no vacuum lines to the transmission in your 1999 Silverado. Your transmission is a 4L60E and it's electronically controlled, if your having shift points problems, check or replace your TPS (Throttle Position Sensor)
is your 4wd a floor shift or a pushbutton style? as for the tow/haul button, it locks out overdrive and changes the shift stategy to protect your trans.
change your transmission filter and fluid. what is happening is there is a restriction in flow. Once the fluid warms up, it flows through the restriction more easily as the fluid is thinner
Theres a few actually in the the bottom of the trans.the most common problem with these trans and assuming its 4l60E is the pressure regulator switch. You have to take off the trans pan to get to it and its not that exspensive of a fix.You can do it your self in about 45min
i have towed this type of truck with disconnecting both drive shafts and putting front wheels onto a tow dolly so you don't blow out transfer case or do damage to front axle
