It might be a failing power steering rack as well...classic symptoms are very stiff when first starting vehicle or at a stoplight, then loosens up as rpms increase.
Try and put some oiling in the shaftand align the wheels there may be some problem in the wheel alignment like one tyre goes this way and the other goes the opposite.

does it come back on one side and not the other..if so..and fluid is up..definitely the rack...provided it drives straight otherwise (no damage to steering linkage)

yes look there and also inspect your track bar, tierod ends, pitman arm ball joint. Have someone turn your steering wheel while you look. the bind or looseness should be evedent. Its a big sysytem to cover.

Some modern cars have an electrically driven pump to supply high pressure oil to operate the power steering. However, most cars have an oil pump for the steering which is turned by a belt from the crankshaft pulley. If the belt is loose or slipping, heavy steering will be the result, especially noticable at low speeds. Check belt for tightness, and check oil level is not low, possibly due to a leak?
