remove cable from transmission,follow cable behind engine,along exhaust pipe,then up through floor into center console.along the way you will find retainer clips (on both ends of cable) which hold the cables in place,and also underneath you will find a fastner which holds cable to bottom of floorboards and a panel with a rubber gasket in which the cable goes up into the console through. you must then remove center console to release the other end of cable.Once cable is loose go under car in the middle of the cable and pull out from floor then pull the other end out from engine compartment.

Horn fuse should be located in the fuse box under the dash on drivers side kick panel. If fuse is good try replacing the horn itself, it might be bad due to the age of the car. They are located behind the front bumper on the left and right side.

As a warning, this is a little difficult and requires some patience. I just had to do with to my 2000 accord, and I'm betting the process is very similar for your '98 model. Before starting, you're going to want to get a Phillips head screw driver and a pair of pointy needle-nose pliers. The first thing you'll want to pop off it the driver's side fuse box cover. Under that you should see two screws towards the bottom that hold on the plastic trim that covers the underside of the steering column. This was held along the top with a few pins that should pop lose with a little effort (not too much force though!). There is one screw holding this piece in on the other side (holding it into the center console) but you wouldn’t need to remove this, you just need to get behind this piece of trim. Behind it, you should see two screws holding in the piece of trim that covers the side of the shifter. Take those out and it'll give you the little bit of wiggle room you're going to need. Lastly, pop off the black trim around the shifter. All you'll need to do is put something flat under it and gently pull up, working your way around it. This should pull off relatively easily. You should see the two wires leading to the bulb that will be located right in the middle on the driver's side. What you'll need to do is wiggle you're hand up under the side of the plastic side trim and grab the bulb. It will take a quarter turn to loosen it. Put the new bulb you have in the socket, wiggle it back in its proper place (don't forget to give it a quarter turn again to lock it in) and you should be set. Make sure you test the bulb before putting everything back together! I’m sure something doesn’t make complete sense in here, so if you need any clarification on anything in here, let me know!

There is another recall on the cruise control. The first added a fuse. This new recall is about wiring and lighting problems caused by the cruise. Everything from not shifting out of Park to no brake lights to false dash indicators. Best to contact the dealer, if it is a recall its free.
