There are two PCB wiper relays . PCB - printed circuit board , soldered inside the under hood fuse box . GM say's their are non serviceable . You would need to pull the fuse box off the vehicle an take it a part . Have heard of people doing just that an soldering new ones in . Free wiring diagrams here http://www.bbbind.com/free-tsb Enter vehicle info. Year , make , model an engine size. Under system click on body & accessories ,then under subsystem click on wiper/washer . Click the search button then the blue link. The relays are controlled by the BCM - body control module . Before trying to replace them you should have a qualified repair shop diagnose it , check for DTC'S - diagnostic trouble codes , test the electrical circuits etc....

The wiper relay is located behind the center of the dash i am sending you a picture of whe re it is . find (W8) in the picture.

check to make sure the wipers are at its right angle on the vehicle, loose the nuts and place both wipers close to the bottom of the wind screen

It does have a relay found in the box under the hood. At times the issue could be voltage issue, it may be a low voltage due to alternator or battery issues or wiring problems.
