How do you know there is no power to the climate control seats ? Do you know what controls the climate control seats ? Did you use a wiring diagram an voltmeter to test power an grounds ? Does it have cooling as well as heated seats ? Does the vehicle have memory seats also ?
Fuse check for the fuse being blown make sure when you replace the fuse its the same amp same color and amperage
SOURCE: Climate Control System Problem
The noise is most likely coming from a sticky temperature control blend door, ( they warp from heat, not an un-common issue) it is moved with a electric actuator. This is very expensive to fix, requires removal of the dash to repair, if the system works ok then if it was me I would "live with it".
SOURCE: Climate control buttons dont work
these cars have i issue of the knobs breaking in the back try switching the blower knob with it and see if it works as far as the clock they are not tied together most likely the bulb is burned out stick a small screw driver under it pull down the clock pops out you will be able to see the bulb
There are tiny 12 volt DC bulbs that are soldered to the circuit board inside the climate control head, you must remove the module, take it apart and replace those bulbs. You can buy the bulbs at Radio Shack Part #7219
There are bulbs in the control panel that may have burned out, or the wiring connector could be faulty.
