What's the inside of your distributor look like? Damp, wet, ok? Then, how are your spark plugs? How is your fuel, old, smelly? If so, get rid of it and replace with fresh.. then you might spray some quick start into your intake and try starting it again..

You also need to time the engine to get it to start. There should be indicators on the crankshaft

SOURCE: no compression

Dont worry to much the Millenia is a non-interference engine so the valves did not get bent. You just need to re-adjust the belt again in its proper position.

The keyway and or the dot on the crank should be line at 12 oclock. You will see a point on the oil pump housing to go by. On the camshaft the pointer will be at 12 oclock also. Use the O on the camshaft to the top at mark. Be sure to look at the dist. roter to make sure that it is pointing at the #1 spark plug wire. I could get 180 out of time. If you do it right it should start up right away. then you can use a timing light to finish it.

My 2000 Mazda Millenia Edition has problem with a belt. Is this something a novice can do? It knocks but the mechanic said it's probably just a belt that is slipping to bring it in...

if your car has the super charger a slipping belt could cause performance issues. might as well replace both belts at the same time. it'll save you time later.

draw the path of the belts out onto paper for refference. the tensioners are automatic and have a 3/8 rachet drive built into them. if you can't get a rachet in there you'll need a belt tensioner tool (long flat bar with various attachments). you have to pull the tensioner counter clockwise to remove tension from the belt for removal and then again for reinstallation. may take you an hour for both. watch your fingers.

I have a 200l Mazda Millenia, with only about 37,200 actual miles, is it prudent to be concerned about the timing belt just based on the miles, or should I just be concerned with the year of the car in ref...

Timing belt shuold be changed every 60000 miles and I havent read any reference to to changing timing belts according to how old it is so I personally would not change until it has to be. It terms of having the car checked and tuned, if it has been a long time since the last checkup it would not be a bad idea as millenias can be very troublesome if preventative maintenance is not taken.
