Have high beams, replaced multi function switch, didn't work.
With headlamps turned on, lo beam, did you check voltage at those two fuses on the right? Use a test light to check for voltage, anything? Those two fuses on the right should be for lo beam. That B above the fuses, that voltage circuit comes from multifunction switch.

the head lights have tree wires goig to it one groun one gets power when high beams on the 3rd gets power only with low beam on test the wires or try by plugin a good known head light to conector if it works with low beam then replace both head ligts because head light come with two bulbs in one high and low

Hi Rich Million,
Check the bulbs for the low beam problem and if they're ok, check the fuses under the bonnet (hood) which are found in the fuse box. If you've already checked those, go to the fuse box inside the vehicle.
Still no luck....remember that there are fuses and relays inside the cabin behind the kick panel.....You may find that there is a problem with the main fuse box.....If you drive over rough terrain, check the connections under the main fuse box....even if your roads are all smooth, it's still worth checking.....

if it is not the bulb, try testing the connector where the bulb hooks into. my driver side is out but like urs the high beams work but not the lows.
SOURCE: How to replace high/low beam switch on 2004 Ford Focus LX?
Should be fairly easy. Make sure to disconnect the positive battery cable. Remove the cover from around the column behind the steering wheel. Should take a star driver to remove the screws holding the cover together. Once the screws are removed pop the cover apart and you will see the multifunction switch on the column, should have two to three screws holding it to the column remove the screws and it should come out pretty easy replace with new one and put back together.
