How old is the battery? They're good for about 6 years. What about any lights, etc. that may be left on? Check that trunk lights, under the hood (engine) lights are not on when the key is removed.

The voltage should be between 13 and 14V when the engine is running. If not, 12V or less, you most likely have an charging problem. You need to remove the alternator and get it checked then get it rebuild.
If fuses keep blowing, then there is a dead short somewhere,. My advice would be to go to an auto electrician. You did not mention for which circuit/s the fuses blow.
It sounds as if you have a LOW SPEED network fault. Starting in 1999 Volvo went to a bus network for wiring, this dash going dead could possibly be a drivers information module going dead, or one of the network control units could be crashing.... The network is light the cheap christmas lights, when one burns out, they all go out. You just happen to see the dash go down. :( this will need an experienced shop to review this issue
