the tcu is on the right ( passenger) side footwell, under the carpet..the carpet has velcro tabs on it that will allow it to be pulled back...once the carpet is back there is a metal cover over the computers that is held on with 4 10mm bolts..take them out and you can remove the tcu!

possibly could be a base plate gasket leak from under carb, very common, or a vacuum hose leak

You need to adjust the latch itself. Loosen the 3 bolts and move the latch up a quarter inch. Other than that take it to a decent body shop and they will diagnose it for free.

From memory the engine and transmission computers are behind the centre of the dashboard near the floor. Removing the inner lower kick panels should allow access to them.

Where is the oil dip stick on a 2000 honda prelude

The dipstick should be located to the right of the valve cover and colored yellow. Yours could be missing if you are not immediately spotting it. Try looking for a metal tube no bigger around than a dime that will be heading down to the bottom of the engine.

You need to check the tcm for codes too. The s3 light is like the check engine light for the tcm. The VSS code might be your problem.

S3 flashing speedameter not working

Got the same problem on my 91 prelude..it's probably a loose /broken speedometer cable or a bad speed sensor (if electronic). I tried to find this sensor but could not see any cables running to the top of the trans.

Automatic transmision D4 light blink

Check the TCU or TCM located passenger side floor area.
when you take it apart it will have bad soilder connection on the left side. It will need to be replaced.
