Yes the IAC valve could be the problem, or the throttle body could be dirty.
Is the check engine light on ?

CHECK YOUR PCV VALVE

Check the automatic idle control valve on the engine. Sometimes all it needs is a good cleaning.

Check the system, the compressor may be bad or there are leaks which is adding to the engine's load as shown by the low revolution. IT is also possible that the engine is not compensating its idling when the AC is on, the Idle Air Control Valve may be dirty or faulty especially if there is rough idling.

vacuum leak..look to area behind air cleaner to intake .. snorkel area first..spray carb cleaner there after you start it to discover vacuum leak.... this is a guess .. but a good one... check first for hoses off/ leaking intake air sources and let me/us know
