I've been driving Chevettes since 1980 and I currently own six of them, in 2019 lol! if your engine is in tune and there is no wind, I've had my speedo buried, so approximately 90mph, since the speedo goes to 80mph. it also depends if you have the 4 speed or auto trans, and your rear axle ratio. 1976 Chevette came with a 3.70 to1 or a 4.11 to 1 gear ratio.

Could be a 194,230 or a 250 six cylinder engine.

Sound's as though a previous owner installed a speed governor so that the engine would not exceed the nationwide 55-65 mph speed limit average. This most likely was a company owned vehicle or owned by someone concerned about speeding ticket's or excessive speed by a teenage driver. It can be uninstalled by an experienced mechanic. Unless this poses a problem while driving on an interstate, you may wish to leave it as is.

You will have 3 separate belts, one for the A/C, one for the alternator, and one for the power steering.
