with your description it sounds like your fans are not coming on, also sounds like the problem was never solved, sounds like you threw a lot of money at your problem also... check to see if the fans are coming on at the right times, seems like a n air movement over the radiator since you say it only gets hot in stop and go traffic... well when your driving at a constant highway speed guess what you have air movement through the radiator... check also a clogged ac condensor with bugs, pressure wash it out so the air can pass through it easily... please rate my help thanks

1st you need to make sure no air in your system open you radaiator cap and your heater to max and see if air bubles or circulation is going on fill up accordingly otherwise you have blockage in your system or water pump if no circulation ////make sure no bubles all bubles should be gone////look for coolant circulation in your radiator make sure your thermostat is not defective or placed in the right position.

That sounds like the coolant level is low. If it is not the use of "stop leak" has probably caused a partial clog which restricts the flow of water unless the vehicle is turning higher RPMS. While sitting still raise the RPMS to about 2000 and see if the heater blows hot air to see if the above mentioned problems are fact.
1 run truck to operating temp 2 feel both upper and lower heater hoses near firewall both should be same temp if not clogged heater core 3 if both same temp mode door not changing from a/c to heat
